Release Notes for Seq66 v. 0.99.27 2026-08-10 "Scratchpad Recording"

This version refactors the metronome code to support "scratchpad
recording", similar to background recording but with visual feedback.
It is background recording when one wants to improvise.

Another "big" addition is a dialog for adding RPN/NRPN controls.
This dialog is brought up from a pattern's Tools button. It
makes it easy to create multi-event RPN settings, insert them
in the pattern, or create an RPN macro.

Also many fixes, tweaks, and minor updates.

- Main window.
  - Fixed disabling unavailable ports in the global buss dropdown.
  - Edit / Preferences / Metronome
    - Added check-boxes to activate the Metro, Record, and Thru ports.
    - Added a Set Defaults button for the metronome.
    - The metronome and scratchpad statuses (enabled/disabled) are
      reflected in the buttons.
- Pattern editor.
  - Fixed the left-align and right-align pattern-fix actions by
    bypassing initial meta events.
  - Added a dialog to provide a way to create an RPN and NRPN
    controller event in a pattern, or to add it as a MIDI
    macro.
  - Macros now inserted at progress location, not at the "L"
    marker. Set the progress play-head by right-clicking on the upper
    half of the time pane.
  - Macros now require clicking the Send button after selection.
  - Ctrl-T in the piano roll brings up the Tools menu.
  - Fixed minor bugs sending macros via MIDI-control-out.
- Event editor.
  - Some minor updates to the dialog layout.
- Miscellaneous.
  - Background recording. This feature has been fixed and upgraded to
    do "scratchpad recording". See the NEWS file and the user
    manual.
  - Added functions for splitting and joining 14-bit MIDI values.
- Port-mapping.
  - The Recreate button clears the port map and recreates it,
    including any devices plugged in while Seq66 runs.
- Documentation updated.
